民国初年，飞贼案件频频发生，省城侦察队长奉命查办飞贼案件，途遇俊俏可爱的谢小蛮，在一系列的查案过程中，聪慧的小蛮常常想出绝妙的点子帮助队长，二人渐渐产生恋情。案件最终侦破，同时成就了一段美好姻缘。

东北某地，接采药老人报案，刑满释放的沈大山（叶志康 饰）被人杀害。刚刚从警的陈晨（洪彬 饰）、吴言（周建军 饰）等人在犯罪学教授（王润生 饰）的带领下侦破此案，原先有重大嫌疑的白桦（王建为 饰）因作案外逃被排除。经调查得知，沈妻李佳（吴竟 饰）在其夫服刑期间与李金玉（亓福胜 饰）关系暧昧，不排除其杀人可能，但沈被害时李金玉在山上干活，时间对不上。最后，侦察方向对准了李佳的情人杰夫（吉米提·阿地力 饰），因杰夫与李佳青梅竹马，后因文革期间遭人诬告被流放。流放期间李佳嫁人，回来后的杰夫四处声称今生非李佳不娶。杰夫归案后承认自己就是凶手，但教授感觉此事没这么简单，其中定有其他端倪，在新的证据面前，李佳只好如实供述......
